ive just realised, an APC would have to be a func_train :( gay0r

well, that is, unless the dev team write some sort of flexible vehicle code, but i dont see that happening

afaik, there's no special code needed. all of a vehicles speed/acceleration/gear ratio etc properties are held in a vehicles.txt file that gets specified in the vehicles properties. so a vehicle is a vehicle is a vehicle sort of thing, and the standard hl2 code should work for any of them.
