In the case of LCD monitors, they might do double buffering with vsync, without the help of the graphics card. Or, since they have a digital display, they might be updating the pixels in a different order compared to a CRT. In which case admittedly they don't need vsync.
I agree that LCDs don't need to go above 60Hz, since they don't flicker. Some can run at a higher frequency though. |

Tearing does still exist. As has been said, it's more obvious at certain refresh rate / fps combos.
That being said, tearing is usually very minor, and in certain games vsync can utterly destroy your fps. When I turn it on in HL2, for instance, I lose a good 10-20 fps in DoD:S |
