Seems like they are talking about the SDK, not the SDK Base needed for playing mods. Can anyone verify this?

includes the base. It was confusing at one point cuz it installed 2006 only, 2007 was unavailable. I'm assuming it will include all of them officially, and source sdk itself

It now grants access to the SDK, and support for 2006 and 2007 mods.
