Maybe you cheated before, mine is banned in all half life 1 games for perfect player cheat from TFC, but plays Fortress forever since it is a Half life 2 based game.

If you on your brothers account dont log in with your steam account on his pc. He still may have cheats on the computer and it will end up banning your account too.

I had a hard time understanding the original question actually. he cant play because he is vacced? or he cant play because vac cannot be loaded? (there is a message that I have heard of that hints vac is not loading correctly)

So if possible, if your answer is not found yet, can you post a screenshot of the error message?

FYI, VAC bans by engine. IE, if you get banned in TFC, you get banned in all HL1-based games, but can play all Source games. likewise with source-banned

Well, it'd be nice if you told us exactly what it said, because "Because of no VAC" makes pretty much no sense at all.

If you've been VAC banned, and it's your brother's account, he may have used cheats in any of a variety of Source engine games (HL2DM and CS:S come to mind), thus banning him from all Source engine multiplayer games.

See if you can find a server that isn't VAC Secured (look for servers in the browser that don't have the V Shield icon). If you can play there, but not on Secure servers, you're VAC Banned.
