Do those libraries contain the neccessary stuff to build a mod though? I have no experience building a mod, so i wouldnt know.

Its all well and good using standard libraries (ANSIII ftw), but sometimes you do need specific ones for a task.

There's no difference
The SDK itself either uses custom portable code (at least between win and lin) or encloses plattform-specific code by condition macros for every single supported plattform.

Oh, now I see, they surely did massive ifdefs
