Just do what I do, log out and lose interest.

That way if you ever want to, for whatever reason, to view the forums again... just log back in.

It works really well.

I've seen this a few times. Normally their parents catch them posting something naughty and force them to delete their account. Damn kids.

Best I can do is permanently ban the account. I'm not sure who has access to actually remove the account.
