Problem with PSU and mobo

I have this problem when I plug in my 24 pin connector to my mobo the green LED on the PSU goes off(My PSU refuses to work ONLY when the 24 pin connector is plugged in,otherwise it works when I don't have it plugged in.) I've tested this with my 460W PSU, my 550W PSU doesn't have a green LED but when I have the connector plugged in and turn the power off the PSU makes a loud whine. The 460W doesn't make any noise when I do this but still both of them don't work. I know something has to be dead or bad.

I've put a staple in the green and black wire ports on the 24 pin connector of both PSUs and they both start up and turn there fans on no problem. So that makes me think the mobo is dead; on the other hand the 550W PSU makes a loud whine which makes me think that is dead and the 460W might not be enough to power my computer.

CPU- Q7000
mobo- GIGABYTE GA-EP45-UD3R
RAM- 4g @ 800mhz
GPU- GTX 260

I'm asuming your also have a HDD and Optical Drive.
I thought the minimum requirment for a 260 is a 750W PSU...

I can personally atest he was running the 260 in an HP with a PSU of around 400w.

Yes I have HDD and optical and It's 550W and 36A

My 550W has 32A
My 460W has 39A

I've tried booting up without the card getting power and it still refused to work.

Does that mean that the system in question worked at one point in time with all listed components? Is the PS a new addition or was it part of the existing build?

I built it from scratch, the 460W was in my old PC which ran my GTX 260, AMD x5000, 2g@ 333Mhz not the greatest build but it did me good.
