Choppiness not FPS/Lag related.
I just put FF on a new pc with an Nvidia 8800 GT graphics card. Even though in game i have a good ping, and a good 200 fps, i still get choppiness. I used to have a terrible computer, so i know from experience that its not fps lag. It is similar to the feeling that something is running in the background like a virus scanner, except, i dont have one running! To my knowledge, there is nothing on my computer that could be doing this. I run everything on dx80 with the lowest settings. I tried to use vertical sync, but it was just as bad. I have no idea what on my computer could give constant choppiness when i move around. Any ideas?

Spyware/malware scans. Other than that, check your processes out for CPU usage when it's happening.

I have 2 gigs of ram. 3.01 dual core processor. To my knowledge, no anti-virus program, no memory-eating processes above 10k. Im going to try a new monitor and see what happens.

It still occurs on my own server. I got and ran a spyware and virus checker without any luck. Although, i did find that my pc may have some malicious stuff on it. Anything to do with driver confliction or 32 vs 64 whatever conflictions?

Try a program called Malwarebyte's Anti Malware tool, it's fantastic, and picked up some viruses other popular scanners didn't for me, like AVG, or Avast.

Rawh, u have any idea what XP Uses up as far as background programs go? Other than adding up all my processes mem usage, is there a tool that can give me these types of information?

Yep, and you can scan individual files unlikes some crappy ass av programs that only let you scan your whole drive/partitions.

Zomg i fixed it! I was reading up on the problem and somebody mentioned that they had to go into bios and do some sort of "Enable" of a usb mouse. So, i did it, and no more skipping! I guess it was a mouse issue this whole time!
