The only person responsible for educating a child is the parents. If they're kid isn't doing well in school it's their job to fix the situation, be it with in-home study requirements, their own curriculum to enhance what they are not getting in the public education system, or the removal of a poor teacher. Guardians are the responsible party.

It's subtle, I'm not too surprised you didn't get it. I'm sure I've told you this before. The word you were looking for, is not they're, but their. There's a subtle difference that I guess any fourth grader can get, well, except for you.
