Can I play FF on an account with only the free version of HL2:DM?

No. The free version of HL2DM does not come with the Source SDK Base that is required by FF. The same applies to the free Portal given away a while ago. You will need to pay for a Source game in order to play FF.

No. If that were possible, the FF devs would just include that SDK base within the FF installer. I believe it's specific to that steam account.
