When does this occur? On what server? Is the server Internet or LAN based?

this is a old and common steam error sometimes just restart steam works but most effective is to just go into valve/steam find the ClientRegistry.blob delete it restart steam and that solves it. oh and make sure you do know your steam username and password b/c it will ask for it on steam restart.
