Changing the frag grenade damage is probably not going to happen. It matches TFC, and the radius is lower than TFC. However, if we were to touch the frag grenade radius, I'd mostly want to address https://github.com/fortressforever/fortressforever/issues/3.

I've looked at the #3 issue and at the actual code and I think that @mikeparker's option 4 in the #3 issue would be the best way to go.
