You can't really decide what the color correction should look like without lighting, so you have to compile once to make the .raw. Unless you're using one you made from another map. But anyway it's like cubemaps. They go in after the map has compiled. What you could do is make the entities that controll the color and specify a .raw that doesn't exist yet, then save the .raw you make under that name. Or just do an onlyents recompile with the proper .raw names inserted or whatever.
