If teams don't care enough to schedule a match (very, very easy to do; plus, even if they don't, there is a fallback timeslot) or play a match, why bother running a league for them?

Either participation (the active kind) in leagues needs to increase, or leagues won't exist. Therefore, leagues [besides UMC!] don't exist right now.

This isn't a dictatorship. Even a superhuman league admin can't force participation. Without the players taking an active role in making sure things go smoothly, everything fails and will always fail.
