Why is it always on? Saw some newbies ragequit because of teamkilling. No bueno.

When Rookies arena lua runs it sets FF to 1 for the purposes of the map. I'm not sure if it gets turned back off afterwards.

Rookie's scripts are not currently enabled on the server. The only reason it is on right now is because it was voted to be turned on. I thought it was disabled by default in my server.cfg file but the command is nowhere to be found. I'll add it as disabled so it resets to OFF each map.
