Well you have a couple choices but it all depends on if your friends are signed up up on them.

Gametracker
Gamemonitor
xfire
HLSW

Those are the main ones I'm aware of. Gametracker is a free service but it has a lot of options like voice and chat boxes that some of the others don't.

You can create your own voice server for your clan or group with gametracker for free.
