Sadly, this is the type of crap I've had to deal with on Wikipedia - in fact, it is the controversy I was dealing with during my Admin nom there, and I've been harassed over it (and still am).

In fact, looking at OP's title just makes me want to go on a tirade...

Please, no kip heads. If I want to see Mudkips milked dry, I'll go on TFur2's servers and get harassed by That Goddam Moogle.

the first thing i thought was "Personally i think a guy in a penis costume would be a lot funnier and a lot easier."

but either way, if modeling a mudkip head wasnt such a challenge, or beyond my abilities, i would do it. then it must be textured, and hacked onto the models.

do FF player models enforce consistency, anyone?

no. Jester ported the new tfc models to FF and they work great.
