what happened?!

Hey, I have an issue and I have no clue how to fix it. I've been trying for months now. When I shoot a rocket, I don't have the char marks anymore. And bullet holes never show up on the walls, etc. Are these decals? OR what?! After all my research, I still can't figure it out. Here is my autoexec and config.cfg:
