Edit to clarify: The reason the highway system works is because I'm not forced to go through a city if I don't want to. Because this deals with long distances, and highways already effectively handle the problem with traveling long distances, it's a non-issue. I've never had a problem with traffic driving across country, and I've done it every year at least once.
