Not intentionally, fuel regen was intended to be same, just switched from float to int to be easier for network prediction and more efficient for netcode. I double checked -
old:
1.0 fuel every frame to max of 100 (100 steps)

new:
1 fuel every frame to max of 200 (200 steps)

I actually cant reproduce it at all. @doublah if you can , delete discord-rpc.dll next to hl2 and see if it changes anything

It would be fair if tommygun would be hidden somewhere on the map and civilian would have to make his path to every part of the map to find the gun which will help him dealing with enemies. This would make the hunted gameplay less linear and would force civilian and his guards to think of new paths...

It's 100% reproducible for me. Renaming `discord-rpc.dll` so it doesn't load fixes it, and allowing it to load causes hl2.exe to hang after exit every time.
