The bigger issue here, though, is that even if we hit this totally arbitrary milestone (getting in the top 100 doesn't increase your visibility within Greenlight to Steam users at all), it means absolutely nothing unless Valve themselves greenlight us. It's still 100% in their hands; even the #1 game isn't a lock for being greenlit afaik. Greenlight is a filtering system for an ultimately autocratic decision, not a democracy. I'd be curious to know if Valve even looks past the top 100 (if not, I guess that'd give some meaning to the "top 100" percentage).

They never said Greenlight was a democracy. It was marketed specifically as the community helping choose potential games for Valve to review and possibly make a Steam distribution contract with the developers. Rather than Valve having to sort through thousands and thousands of submissions, they let the people do that and then take a look at the handful that the community thinks are worth it.
