Here's an oddity I found a few months ago, not entirely sure if this was a cafe or just some guy who'd stolen a bunch of steam accounts. Cafe Accounts usually show up on the radar like this, all starting with (7) or (6) accounts, or 8 digit steam accounts:

Then we have things like this, which makes me wonder if they pull from a list of recycled steam-ids (or was this just a steam-id scammer).. all of these numbers are REALLY low:

We're actually a college. So we payed a one-time price for our licenses. We get X certs. I've been told that steam-ids are random. There are lots of ways to order steam cafe though so others might differ. Some people have claimed that they have received someone else's name in TF2 meaning they might have gotten a Steam ID was was used before but I can't confirm that.

Your TF2 name is determined by your Friends List name, innit?

yes, and that name is tied to your steam ID.
So if "Joe_The_Man" if tied to steam ID 12345.
If I open up TF2 and randomly get "Joe_The_Man" then I probably also got steam ID 12345.

but you cant change your steam friends name, but only if someone doesnt have it. of course, there's a way around this, just use setinfo name "xxx"
