In a country like Germany, the population is far more homogenous than it is here in the states. I don't like it, but people are naturally mistrusting of people they can't immediately relate to. The population in the US is far more segmented, and people are less willing to help each other. The homogenous nautre of european countries is why socialism works (to a degree) over there. In a country like Sweden, it's feasible to have tons of welfare and entitlements, and the surprising thing is, they actually work and help their citizens. They're not monuments to efficiency, but they still work.
