Well, Qcon is strictly about Quake-based mods.. so they're obviously out of the question (am sure you knew that though.) The CPL hinges strictly on playerbase size.. and even then, it's a bit of an uphill battle as teamsizes in TFC are a fair bit larger than they are in other team games.
The CPL itself had very little effect on TFC's popularity, TFC's prime had already occured over a year before then, and the population was steadily shrinking already. I think most people tend to put too much emphasis on how much these organizations effect the popularity and size of the communities. The pubbing base is what feeds the leagues, and the leagues are what feed the LANs, not the other way around. Chopping off the LANs from the stack has very very little effect on the things below it.
Right now you have Painkiller being adopted by the CPL, and more money is being thrown at that game this year than any other game in gaming history... yet the playerbase is almost nonexistent.
