Shift + Alt drops a frame or two in windows 7

I use a very strange keyboard setup for all my games

left shift: to strafe left.
left alt: to strafe right.

It took me a while to figure out that the combination of shift + alt was causing the drop of 3 frames. everytime I switched from strafing left to right I'd notice a very small hickup.

Len uses the same setup as I do and has same problem.
No such problem in XP.

So whois smarter than me and can tell me how to fix this?
because I tried quite a few things already.

According to Wikipedia Shift + Alt is "Toggle between installed keyboard languages"

Indeed I found same thing :/ I tried to disable them through policies editor but was never able to find them.

In the end I went in newbie style and just found them where they were supposed to be in language section..

hopefully it's fixed now.
