It's fairly simple really, especially for something that small. It just tends to get tedious, rather than complex. I did a project in my digital graphics class with an animated gif of a sky, with moving stars. It took a few classes to finish because of all the little tweaks I had to do for each frame. As for programs, there's a few good ones out there. I used Adobe ImageReady, which only goes up to CS3 I believe, but that shouldn't be a problem. There's a few free ones too, but I don't remember what they are.

CS3 has built-in animation creation, but you can't open existing animated GIFs (which is retarded).

I've been making animated GIF avatars for other forums for ages now. (Pretty much every .gif is animated.) 90% of them are Guilty Gear-related, though. That said, it isn't especially difficult once you get the hang of it (and having pre-made images to work with makes it very easy).

That is why I still use ImageReady. Don't know why they decided to do that instead of just keeping ImageReady.
