Need help with my server.cfg

Ok here is the issue:

I have a server.cfg that looks like this:

And everything seems to be working, except for the downloading of maps. For some reason when someone tries to connect to this server they get booted with a message that says:

Missing "blah.bsp" could not connect.

It's the same message you would get if you don't have sv_allowdownloads 1 set on your server. But I do have it set...

Now the really jacked up part is that if I remove the server.cfg from the cfg file all together then the server let's a person download...put it back on and it won't let them. So the problem definitely lies in my server.cfg.

Am I missing something important here?

What I have tried / know:

This was happening prior to adding sv_downloadurl to the server.cfg (so it's not that)
This did not happen (that I know of) before 2.0
I know an almost exact replica of this server.cfg is working on the [AE] Clan server's
I have removed the server.cfg and re-uploaded it multiple times
My valve.rc also calls sv_allowdown/upload 1
IF I remove the server.cfg from the folder downloads work
This is constant for all maps not just one or two.

Any ideas on what might be going on?

Ok after testing a few things and some help from 82694 it seems it is my downloadurl. Closing thread.
