Just wondering is there any programs out there that will convert .Bsp (hl) to .vmf?

yes, but please dont use it for anything different than for learning purposes (dont edit a map slightly and rename it and publish it as your own. Or anything like that)

you can't jus slightly change something, it just won't compile and you'll have more work to get the bugs out than remaking the map from scratch

TBH the only use I have ever got from it is getting env_sprites to show anything, entities and such its useful for other things not really. It is actually a lot easier to just take what you like about something down on paper and improve upon it then build it up in hammer.
