If you want to have any hope at getting past the third level, you need to utilize something called AK sniping. You need be about 150m+ away from your target, grab the binocs, zoom in and get the target in the middle of your bionoc's crosshairs, then switch to the AK and open fire with two round bursts. Since you're out of the AI effective range, all they'll do is sit there and take it.
There's no way I could've gotten anywhere close to the final level without that technique.
