Usually it's for MSDN & TechNet subscribers, as well as companies invited by Microsoft to test out the OS in their business environment; but with the way MS has been handling Windows 7, they may open it up as well to a limited public amount the same way they did with build 7000.
As for the RC1 release, from what I've heard, the beta was originally intended to release on April 20th, 3 months to the day since Beta Build 7000 was released, and the beta was supposed to end in favor for RC1's release; but at this point no one knows except MS... they might be getting alot of important feedback from the beta, that they may wait to release RC1 until later...
