Snipers need to balanced, but like Pon said, since most people think CTF is the only viable game type, they're thinking in terms of balance for small-scale CTF, however, snipers have a valuable role to play in competitive AvD. On the other hand, they're pretty much useless in CTF, no matter how good they are. If there's a sniper on the deck, there's one more weak spot in the teams defense.
