Hey man, there arent any rules. You can either start one on your own computer by creating one in the game menu, or you can make a dedicated server on a computer you have access to.

Dedicated servers take a lot more setting up and you have to get your hands dirty configuring files by hand, but this is definately the preferred option performance and stability wise.

The 3rd option is to pay somebody else to host your server for you, there are several professional game hosting companies to choose from. For a small monthly fee they will supply you a preconfigured basic server and sometimes a small amount of webspace. This is how my server operates, i use nfoservers.com as a host, they allow you to host servers in several different countries.

Paid professional hosting is the best and easiest option, you dont have to keep a computer running at home.
