That's not true... It's easy to survive a disconnect by storing their steam id. The problem is, you probably don't want to save that information but for a certain amount of time, in case the map plays for a long time and several people connect and disconnect.
All we need, is a player_disconnect (coming in patch) and we can achieve this... and a player_connect would sort of smooth it out.
