I think the opinion of 'scout being a combat class is a joke(or another negative word)' is abit unfair. Thing is you dont know what they are saying at all. The TFC scout completely evaded combat(for obvious reasons), the fact he has a baseball bat might just mean its possible to get a deadly swing in - albeit hard as hell compared to how the other classes play. It may very well be just like the spys tranq gun that isnt that easy to hit with, or even harder than that. We simply don't know
