What's NFO? and how do I update the server DLL file? I've tried extracting the different zip files and overwriting tons of times but it just wont work

Edit: I tried downloading the previous version and then applying the patch,but it still gives me a shitload of missing files, like DLLs but it actually works but it didn't appear on the serverlist so...
