It is, and has always been, a guesstimate.

You really never have no idea how long you'll spend on Brushwork, Detail, Optimization, Lights, Entities, etc. Some could take a day, some a year. It's all circumstancial. It really is just a guess based off previous work time, comparisons, and so on. Although you still end up completely wrong usually anyways.
