For discussions between server owners/admins and players.

From reading the forum section details makes me think this is the right place, but anyway, then make a specific forum section where server owners can have the power of closing topics and erasing posts and etc. And then dont let people post anywhere else about clan bashing and etc.

Again with the talk about policy. What is that exactly when it comes to Fortress Forever? I have not seen a single detail about anything "policy" in or around this game, yet somehow related to this game. Just the word usage. There are standards that are set by every server. Every admin can only tolerate so much. I'm sure a majority can agree with me.
