Well it's still the brickwall effect, but instead of dropping you right back to your normal run speed, it drops you to like 200%.

It's a stricter soft cap. If you're at all over it when you land, and then jump (like you would do now to skim), it smacks you back to the hard cap. You can still exceed the speed while in midair and while doing slides, but if you try to bhop with it you'll be slowed down.

This sounds like how it is now except instead of gracefully falling back down to the BHop cap, it takes you there immediately.

This is a good thing, though.
