The in-game key binding screen says "Secondary / special attack", so something like that would probably make sense.

Note that this is pretty much the current situation with the tommy gun. Any map that wants to add it to the civ on spawn, or add it in the map as a pickup can do so. Not totally positive, but since https://github.com/fortressforever/fortressforever/pull/281 it may be possible to add weapon pickups...

I see, I think it would be cool to play around with as an idea.

I think the idea of risk and reward just makes the gamemode a bit more interesting since it will be entirely up to the player playing the civ. Could be added to the beta perhaps?

So much yes. Finally would punish noobsoldiers who just shoot rockets at wall at point blank just to get an instant refill after killing single medic. Would also make deathmatch\duel\mulch gamemode far more fair. I'd say the time limit should be minimum of about 7 seconds or so between the moment...
