We can choose which games automatically get installed on the computers but I think users can right click and install other games on the list.
I don't know about third-party mods since I've never used any with steam cafe.

We've had Cafe Accounts with both Hidden and FF, it's possible. Does your company pay by the license? Does a license include an unlimited pool of steam-ids?
