Caesium, all your questions will be answered by visiting the above site, but I'll answer them anyway.
1. Separate; right now, it looks like the euro league might be dead before it even starts unless we get a sudden influx of teams.
2. Not applicable
3. Start date is TBA, but it'll be after the new year. Matches will be played similar to the Wireplay league, where you talk to the opposing team and figure out what date/time you will play. Check the rules for more info on this.
