You have to keep in mind a few things;

-Your crosshairs don't actually move when you have the conc effect, the rest of your screen moves, and your crosshairs just look like they're moving. If you aim at a particular spot, and then you're conced, you'll still be aiming at that same spot even after you're conced.
-The 'conc effect' goes in a 'figure 8' movement
-Use the neon bullet holes for a while, it'll help you get used to aiming
