Here's kind of a radical idea:

Remove sniper rifle, give snipers mini-homing rockets that can be steered via the laser sight. Make them not as fast or powerful as a soldier's. This would accomplish exactly what angrypyro is discussing. Fast moving air classes would be practically untouchable. Slow moving ones would be much more vulnerable. It would also give players time to try and dodge the rockets, so it's not an instakill situation trying to cross the yard. Rocket damage could also be lethal to anyone carrying the flag.

This would however, eliminate the traditional sniping style, so it wouldn't please everybody, but might make him potentially more practical as a defender. Maybe have a "tag gun" with a scope and a quick reload time to retain some of his functionality.
