You might want to try #ff.pickup on Gamesurge (US) or Quakenet (EU).

Leagues have been going in cycles. STA and TFL have never really gotten off the ground since their first season or so back in 1.0/1.1. UGC ran a few seasons, died, came back, and is now dying again. Leagues being active or not is purely based on player demand. If enough players are willing to play, a league will spring into action. Once those players stop playing, the league dies. It's pretty simple.

Sadly, we haven't seen much in terms of new players entering the clan/league side of things (not counting "new" players coming from TFC). Hopefully that'll change in the future, but for now, pickups are likely the closest you'll get to an active league scene.
