After a quick google I'd say it's a USB controller issue on your motherboard, partly caused by Razer firmware...
Try to reinstall USB controller drivers or the drivers that came with your MoBo
WITH YOUR RAZER UNPLUGGED then download new razer drivers and update the firmware, see what it does.
