I was mistaken about a few of the Engineer changes. The news has been edited to reflect the proper changes (thanks trepid_jon!).

Summary: I said dispensers now give ammo twice as fast - they actually give out twice as much, and are slightly faster. Also, rather than regenerating faster, they regenerate twice as much per tick, and also start with some ammo and armor as soon as they're built.

Lastly, overcharging the railgun only costs one additional rail, not three.
